Is this fire fighter tanker? Or an airborne refuelling tanker?

That would be a fire-fighting tanker. YKA seems to be sort of a 'hub' for fire-fighting aircraft. It would be pretty sweet to see a Dash-8 refueling tanker, though!

Next flight.... who knows.

Used for fire control. The tank is a "wrap around" design and can be removed, seats installed and converted to a passenger configuration with 40seats and room for gear in 3 hours!..yes 3 hours!
I think they are planning to be able to utilize for fire fighting during day, and moving crews at night if necessary with this amazing design.

I might be able to swing by in the AM, any chances of getting to see it up close? If it's still there that is.

It is one of SAS COMMUTER first DH8 -400 aircraft, flew into YKA last summer to do a flyby for the Provincial Airtanker base, then continued on to YXX for mods. Unsure of original registration when used by SAS.
