NEW YORK HAS ISSUED a request for expressions of interest from firms to manage, operate and develop the city's LaGuardia and John F Kennedy airports, now under the control of the Port Authority of New York and New Jersey, which holds the lease for the airport properties until 2015.
Expressions of interest were due by mid-April. New York Mayor, Rudolph Giuliani, said the Authority has repeatedly made offers on a new lease, but the city will not renew the leases. He cited potential losses to the city if the leases were renewed

I don't know how it used to be before BAA, but IND, a BAA property, is a great airport. I never flew there before BAA took over, but I've heard that it improved a lot since it was locally managed.
