To answer your questions:
1.) I doubt it requires immediate action and is something that can be done during the C or D checks. The crashes haven't warrented an emergency AD. It's not another is going to fall out of the sky in the next minute.
2.) The rudder system has been redesigned and the new parts will be installed.
3.) I believe that the AD reaches all models of the 737.

I was suppose to fly next weekend on a Delta Express 737-200 from ALB to MCO. A few weeks ago I changed my intinerary to a regular Delta 727 flight from ALB to CVG and then on to MCO on a 767-300.
