Lend Lease Deal For African Airlines?!

All, I just returned from a business trip to Africa where I closely observed and discussed with some African business leaders the deplorable state of aviation in general on the continent (the exceptions being S. Africa, Kenya and Ethiopia). My question is this:

Given the huge number of unused aircraft in storage in the deserts around the world, is there an economic strategy (say a lend lease program where the aircraft are wet leased at a huge discount) that could put some of these planes to use to help poorer African countries stimulate business commerce through travel and help grow their economies?

Or, would such a program be just a wasted effort?
