40,000 AAdv. Miles To Europe, Any Others?

I am planning a trip to Sweden in December using AAdvantage miles and my wife will be traveling different dates using Skymiles. AA has off peak rewards at 40,000 while my wife's ticket is 50,000 Skymiles. Why does DL not offer discount rewards in the off peak season? Do any other FF programs offer off peak rewards to Europe?
