Problems Transitting To US At YVR On SQ

YVR has a corridor for inbound international passengers that bypasses Canadian customs and immigration and leads directly to US immigration. However, it seems that only passengers arriving on airlines which have signed an agreement with the YVR airport authorities may use this. Two days ago, I arrived at YVR on SQ with a connection to SEA. I was barred from using this route (with the explanation above) and made to go through Canadian customs and immigration. There I was sent to immigration and delayed for 3.5 hours, which of course caused me to miss my connection.

Does anyone know more about this?

Does anyone know whom at SQ to speak to about getting them to sign the agreement for their passengers to use the transit bypass?
