Why is the paint removed from the Lower deck frames.If its for reinforcement purposes.Why not higher too.

All the structural frames above the cargo deck do not need re-enforcing, as they will not be "load bearing" The floor has been replaced or reinforced, thus the structural frams below the deck needed to be strenghtinged.
