Starting Aug. 15th, CI's codeshare with DL will add 3 additional cities on DL's network: MCO, TPA, and FLL. Delta will add two more cities in SE Asia via TPE: KUL and BKK.

Very good news for Taipei-U.S. flyers. It is interesting that CI has codeshare operations with DL, AZ and KE. Maybe at some point CI could join SkyTeam.

It has been suggested for a while, but I believe they won't be able to due to political issues with China.

That's why I don't believe China Airlines (The Taiwanese national carrier) will not join Skyteam. Although CI provides a lot of destinations in SE Asia and Australia, which I think Skyteam needs more of, China (PRC) would have non of it!

Which is quite a shame. CI provides a very good inflight service and their product is pretty high standard. Although they had a questionable past regarding to safty issues, they seem to have made great strides and actually winning a couple of awards/certifications about their safty and maintanance.
Their destinations in South East Asia would be a great addition to Skyteam, and if Taiwan and China ever start direct flights, TPE would be a great hub to China, especially from America.
