Continental will be flying to its 31st Mexican destination by the end of the year. CJS will then be the only border city in Mexico with international flights. Not even TIJ has regular international flights.
ERJ 145 is likely to be used. Still no idea if one or two daily flights. I guess only one flight will be needed.
CO also flies to Chihuahua, 400km south of CJS, in the very same State. States with two cities being served by CO:
Jalisco, GDL & PVR;
Guerrero, ACA and ZIH;
Oaxaca, OAX and HUX;
Quintana Roo, CUN & CZM;
Coahuila, SLW and Monclova
Another big city without any AA or CO service is HMO. Its airport handles over 1M pax and is poorly serviced by foreing airlines. Only America West flies there. AM and JR have several international services to HMO. May be CO or AA could try to link HMO to their networks, either to LAX or IAH.

HMO was one of the first cities served by CO-Express, but they dropped the route after a while. I guess they'll give it a try again in the near future.

While it may cannibolize ELP traffic, there is probably a fixed amount of high-yield traffic visiting maquiladoras in Juarez who would like to save time on the land crossing. This will appeal to them.

I think security is too big of an issue. Drugs simply pour across the border between Juarez and El Paso, and even if they did an airport split like at BSL, there would be major security risks.

AeroCalifornia flies LAX-TIJ on an inconsistent basis. As well, Mexicana offers some LAX flights from Mexicali, but not to Mexicali (since MXL does not have proper faciltiies for arriving international flights).
Right. Therefore, Coahuila has 3 cities served by Continental. Something rarely seen. I can think in only two domestic airlines flying to three diferent airports within the same State in Mexico:
JR in Sinaloa (CUL, MZT and LMM) and
VW in Michoacán (MLM, UPN, LZC)

I also thought about those flights, but they are offered at random. You never know when they are going to happen. Besides, they are only one way, always departing from TIJ or MXL, but not coming back from LAX. Seems they are only repositioning flights. Hence my reluctance to include them.

Allegro flew roundtrips from TIJ to LAS and OAK. And AMX has operated to (and from) PHX and LAX. So TIJ can handle international flights. But the proximity to SAN just makes it inconvenient.

Well my friend, think hardly, since there are other states with 3 cities served by the same airline. Actually, one of the least populated states receives flights to three of its cities:
Baja California Sur: AM serves SJD (San Jose del Cabo), LAP (La Paz) and LTO (Loreto).

That's not true, TIJ does have the capabilities, in fact, it wouldn't be too far fetched if Allegiant Air saw an opportunity here as there is many, many people in Tijuana and the surrounding areas that can afford to travel to Las Vegas. I don't know why nobody has filled in the void Allegro left, but I have no doubt in my mind that someone will do so pretty soon. In fact, if AM started the route, they could partially fill up the plane with connections to all the rest of the Mexican domestic destinations available from TIJ since Las Vegas also has a huge Mexican community.

Technically, that is not true, as Guerrero Negro's airport in not in Baja California Sur, but actually within Baja California boundaries. It is 8kms north of Guerrero Negro... Just being pedantic.
In truth, BCS is indeed served by AM (or Aerolitoral for that matter) from four different airports.
What is the state with most airports with commercial services by now?
I can think in:
Tamaulipas with 5: TAM, CVM, REX, MAM, NLD. It used to have 6 when Allegro Regional flew to Cd Mante.
Veracruz and BCS would come second with 4 destinations served in commercial terms.
There was a time when Chiapas had 5 airports with commercial services: TGZ, TAP, San Cristobal de las Casas, Comitán and Palenque.

CO express will serve MTT once project Phoenix goes ahead. If I understand it correctly, Phoenix is the refurbishment of the refineries and the building of a new one. Correct me if I am wrong. The governor needs to approve international status for the airport (the government would then have to pay for customs, immigration and health personnel). Apparently a New Orleans biz jet comes in wee and special provision is made for this flight (oil related traffic), though with the disaster I suppose the origin of the flight will move.
However, in theory CO have approved MTT entry. The study was undertaken by CO Mexico and IAH.

The state and local government are looking into MTT to change its status to international, so after a very long wait (around 1982) when the flight to Houston was expected (due to the oil-boom in the area) it might be a reality 2X years afterwards...
The "Proyecto Fénix" and "Proyecto Gavilán" should become a reality as announced by the President (Fenix) and Gavilan (Governor) and they are aimed to lift up the Pemex ruins and establish some other oil-oriented business.

HMO can barely fit any more aircraft at peak hours (8-10am and 2-4pm) the ramp is totally packed. If any other airline tries to get in, it will have to be at some other probably-not-too-convenient time for most passengers. Also I found it very stupid for COex to use ERJs for the old HMO-IAH, that's too long of a flight in an ERJ for my taste. The good news though is that the terminal at last seems to be getting some major overhaul, but even though, I still think pax are still gonna have to walk through the tarmac at over 45 C (~115F) in the summer.
I predict we might see HP upgrade PHX-HMO to a CRJ before HMO sees any additional foreign carrier. Their DHC-8s get some pretty decent load factors for that route, at least when I've flown.
