Curtains On US Airlines

I know that curtains are not on board UA planes anymore.
My question is, is this a law for all US airlines or just a UA policy?
If it is a law, then why do international carriers on the same route have the ability to use curtains? Wouldn't it destroy the purpose of the law?

Is mandated by the FAA on all US airlines. Some airlines are experimenting using a mesh curtain divider which allows there to be a physical divider between cabins, but allows air marshalls to be able to see throughout the cabin.

AA is currently testing a "mesh curtain divider" on (2) of its MD80s. Based on the feedback after the test its very likely these dividers will be installed on its entire fleet. I guess it is about time in order to avoid unpleasant traffic from other cabins and provide some privacy. According to AA reports, other US majors (such as AS, NW, CO) are considering a similar product. This product has been certified by the FAA and TSA.
