Not surprising. Have to keep the local constituants happy. I don't see this going anywhere, as the courts are well aware of the foot dragging with local politicians in getting this runway started. The politicians blame the NIMBYs for the holdup, yet they are the ones placating and encouraging this behavior with study after study. They go out and spend hundreds of millions on expansion but forget the most important thing..........you need at least two functional east west runways to make it viable. It's like doubling the size of a successful mall and not adding any parking or access roads.
