Virgin Express And Atlantic

Can somebody please tell me why Virgin Express is based in Brussels, not in for example, Gatwick or Heathrow.
Also, is Virgin Atlantic based out of Brussels, or one of the London Airports?

Virgin Atlantic is a British company based at Gatwick and Heathrow (there H.Q is at Gatwick)...

Virgin Express was brought from another airline a few years ago, Sir Branson said a few months ago on British Tv that buying Virgin Express was the biggest misstake of his life..........

Virgin Express is no longer based in Brussels. It is based in Ireland.
Virgin Express bought Eurobelgian in 1996, a failed start up that
used to fly out of Brussels Zaventem. Branson moved the HQ to
Ireland where leases are cheaper.

Virgin Atlantic is based in Surrey, near Gatwick Airport. Virgin Atlantic
started flying in 1984 from Gatwick to Newark. It now serves Heathrow
with more flights than at Gatwick.
