Why is it, that the UK and USA have an Open Skies Agreement, yet you still need U.S. Department of Transportation (DOT) and U.K. Department for Transport authority before operating a route?
Am I right in saying you can fly any route within Europe without the necessity for gaining approval?

The UK and US do not have a complete openskies agreement. If they did, CO,DL,NW and US would have long, long ago been flying ex-USA to LHR instead of LGW and BA/AA would long, long ago have had US Anti Trust Immunity.
However, the US and UK have openskies from any place in the US to any airport, other than LHR and LGW,, in the UK. So far as I know they dont have openskies from any other UK airport to other countries. Thus it is not a true openskies.
