Scheduled Bizjet Flights?

Today's WSJ (5 October, page D1) says a division of NetJets has received DOT approval for scheduled bizjet flights LGA-MDW and LGA-(somewhere in LA). It doesn't say the LA flight would be nonstop-- could it be? Does the perimeter rule apply to scheduled bizjets?
