Ok, technically I am cheating here, but I looked this up on the Regional Airline Associate page http://www.raa.org/carriers/topairports.html and the data is a bit old 1998. Here goes...
1-DFW (American Eagle and ASA)
2-CVG (Comair)
3-LAX (American eagle, Horizon, Skywest (Delta Connection and UAExpress)
4-IAD (Atlantic Coast Airlines)

Since DesertJets gave his answer and his source, I think the rest of the group quit on us. His answer is almost 100% correct (off by 1), and that's only because my Regional Airline Association stat sheet is from january 2000 instead of '88. But here's the tallies anyway:
