It wasn't an apporval but more of an extension till Novemeber 2006 (it was supposed to expire in the next month) that forces airlines that cease opeartions or go bankrupt to book their passengers on other airlines, but they might charge passenges up to $100 for the change....

At least it will reduce the frequent A.net question....."Is it safe to book ___ for a future flight?"
