Most of time-I'm not saying always- the higher flight numbers are for codeshare. Especially for a carrier like VS who only flies intl and uses double digit flight numbers. I don't know if they started using 3 digit numbers yet. For example DL uses low numbers(double digit to low 3 digit) for their international flights and use high thousands for their codeshare flights. Hope this helps.

VS does use 3 digit flight numbers now. Everything to the States is a 1 or 2 digit flight although I have seen them use the leading zeros to make things 3 digits.
