Canada and Panama have started negotiating a new bilateral, the current one dates back to 1968. They aim is to increase flights between the two countries. Currently Air Transat and Westjet operate charters between Canada and Panama, Copa has planned to operate to Canada for a long time but has been restricted due to this outdated bilateral agreement.
Copa for sure will fly YYZ-PTY, the question is whether or not AC is planning seasonal service to Panama. After the US, Canadians are the larges group of tourist visiting Panama. There are many tour packages to Panama available in Canada.

I am sure Copa would do very well out of that route, connecting people from South and Central America, as well as bringing in the tourists in the opposite direction. That will be good for the region.
AC seems to be doing well in Colombia. I hope that they increase frequencies from the current 3, to 4 very soon, then daily, eventually. Or that AV makes up with 3 flights with AC code-share.

The 1968 Canada-Panama bilateral only allows Panamanian airlines to fly scheduled to YVR and YUL, not to YYZ.
When Air Panama was flying in the 80's, there were talks about flying into YMX, via HAV or non-stop (I think) on their B727-200, but this never happened.
Currently Air Transat and West Jet operate charters to PTY from YUL and YYZ, before, in the early 90's Royal and Canada 2000 (3000 ?) did it too, but only from YYZ.
In the 90's the PTY-YYZ leg of those charter flights was open for sale as O.W. but only for Canadians and US citizens, I don't think that's done now.
There are no charters to PTY from YWG, YYC or YVR that I'm aware of.
Airtravel between Centralamerica / Ecuador / Colombia (I mean International from other Colombian cities than BOG) and Canada is not that easy, specially if one doesn't have US visas.
TA seems to be doing quite well on their YYZ flights, but the demmand sure allows other players..
What I'm affraid is that if CM is to fly to YYZ departing PTY @ 1930, arriving PTY 0930; the arrival and departure times in YYZ will be worse than those of CM JFK flight.
I'll be good to see CM in YYZ and hopefully aslo in YUL and YVR in the near future too. The demand is there.
