Cathay Pacific To Begin Services From Manchester

Cathay Pacific have just announced that from 27 March 2006 it will begin a 3 times weekly service from Hong Kong - Moscow - Manchester on Monday,Thursday,and Saturday's using A340-300's,wasn't this service meant to be running some time ago and if so why didn't it eventually go ahead?
