Runway Buffers And Required Space

I was reading a story about the WN overrun at MDW and was wondering about the law that was passed recently.
"Midway is among nearly 300 commercial airports in the U.S. that don't have adequate runway buffers. A recently passed federal law requires the airfields to extend runway barriers by 2015 or build the concrete beds."

What is going to happen in 2015 to airports like MDW? I mean they don't have room to add the needed overrun space.
And what are some other airports that don't have the space to add the new requirements?

You answered your own question... If they don't have enough space for an overrun area, then they'll build EMASS/arrestor beds

There is only 82 feet between the road and the runway, that WN overran. So are they going to shorten the runway and is that going to cause problems for airplanes that might be able to land on the longer runway but once it is shortened can not because the runway would be too short then?
