Precautionary Landing At BOS

CNN and MSNBC had live TV coverage of a Midwest 717 returning to land back at Logan Int'l last night. According to the news, controllers noticed sparks coming from the undercarriage during takeoff and informed the crew, who elected to return for landing after circling for two hours to burn fuel.

A similar event took place at LAX last night to a 747 I believe. Sorry, not sure of the details. My question is this, do tower controllers regularly watch departing/arriving flights for any sign of trouble? Thanks to all replies in advance, as I am just about to leave for work.
