Does anyone know of a resource where I can find out the cost of jet fuel in August compared to November?
The company I work for chartered a Challenger for a trip for our big bosses. When the price was quoted in August we were told of a fuel surcharge of approximately $2000. When we got the invoice for the trip which took place in November the surcharge was over $4000.
My supervisor questioned it and was told that the cost of fuel had increased during this time, and I am being asked to double check this.

As you can see there was a significant runup in cost at the end of September and October in the price of fuel.
While prices did subside in November seems appropriate you were charged the added surcharge as such fees generally lag and do not drop until there has been a consistent timeframe of lower fuel cost.
Somewhat like your gas station where it might take a few weeks to see a significant reduction in prices to the consumer eventough per barrel cost might have dropped weeks prior.
