Concerning your question, apparently the situation is a bit more complex than we mere South African mortals thought. Apparently, the government takes full responsibility for providing transport and security for Pres. Mbeki and Deputy-Pres. Phumzile Mlambo-Ngcuka, whether they are on official or private trips.
Sometimes I would like to get on the gravy train in South Africa so badly I can virtually taste blood! I suppose the South African Government has never heard about commercial airlines like EK, GF, QR or Etihad Airways. But then again, why would Phumzile and her family fly in Business-or First Class on a commercial airline when she can do her nails on the Falcon 900 on her way to AUH?

This story just won't go away, she wasn't, then was, then wasn't on official business. Some reports said she went to the UAE to see how cranes are built! (She should have just checked non-av LOL).
Personally I think it outrageous, she was appointed to replace Jacob Zuma who was fired for allegations of fraud, apparently the new vice president feels she can just carry on in the same manner!
With the levels of poverty in this country, such behaviour by a government official is inexcusable. However, as has been pointed out in several threads in the past, when the next election comes along the majority of the populace will just vote ANC again....
After Monday and Tuesday even the calendar says WTF...
