ATR Asset Management owns a lot of ATR 42s and ATR 72s and leases them to various airlines. If they are returned to ATR, they are typically flown back to France, get a F-WQ.. registration and are parked in St. Brieuc, Toulouse etc. until they find a new home.

ATRs are manufactured at Toulouse. In addition, ATR perform maintenance on aircraft at TLS so this might also be a reason. The ones that are parked are looking for new homes! In a way, they have already 'come home'!
