MIA Inefficient And Overstaffed

Imagine that....According to an internal audit by the new airport director, MIA, when compared to similarly-sized airports, is overstaffed (by nearly double) and grossly inefficient.

Is anyone that has been to MIA or works there really suprised by this information?
