We're looking maybe SW or WSW; the NW/SE runway got extended maybe 500 ft NWward, but as I recall it was still 5400+ feet until 1958. I guess that's why B377s never flew to HKG back then? But Britannia 100s did, didn't they?

The "horizontal" runway you see in the photo was the old old runway 13/31, so yes, we're looking towards the SW in that photo. This shot was taken near the top of the Kowloon Peak. This very same vantage point is still accessible today.
Here is a shot of Kai Tak decades later from the same vantage point, albeit the shot was a bit more zoomed-in than the '49 shot.
