I noticed that Karachi Airport (KHI) in Pakistan built a second runway that opened in 2000.

I was wondering what the purpose of this. With only a few flights per hour, they surely don't have enough air traffic to need a second runway.
Furthermore, the second runway is parallel to the first one, so it can't be for either wind direction nor noise reasons. It's also about the same length as the first (may be just slightly longer)...

Any comments?
