The consumer bureau's Mr. Thon has now given FR until Wednesday at 1400 Central European Time to give a written declaration they will follow the instructions. If not, Mr. Thon will fine them 500,000 NOK at that time.

More here in Norwegian only

Has there been any announcements yet on this by Ryan Air in terms of cancelling flights due to this?

I guess I should translate a little more as well.

Mr. Thon has required FR to cease charging a EUR20 fee for refund of taxes in case of cancellation of tickets. FR has offered to lower it to EUR10, with a max of EUR30 per reservation. This is not good enough for Mr. Thon, even though FR did comply with the other two requests he made.

I think he just doesn't like FR. Which is sad, because TRF would not be where it is today if it wasn't for FR.

Ryanair is charging passengers 20€ to "re-issue" their boarding cards when they use online Check-in and the carry-on exceeds:
-Maximum weight - 10kg
-Maximum dimensions - Width 55cm x Height 40cm x Depth 20cm

and 7€ to check-in that bag

That if you are lucky enough to be denied boarding 40 minutes before the scheduled take off..... If not, counter will be closed and you'll have to dealt with

"Please note: We reserve the right to cancel your reservation, without refund, and deny you boarding, if you arrive at the boarding gate with hand baggage exceeding the maximum weight or dimensions."

Might be, because i haven't seen FR run into this sort of trouble in any other countries, correct me if i'm wrong.

It was only a matter of time until somewhere someone started challenging the outrageous 20 EUR fee Ryanair and Easyjet charge. Refunding third party fees and taxes is meeting a legal obligation for which an airline can only charge an "at cost"-fee, if at all. Ryanair is fighting that because they hide elements of the fare in the fees and taxes and so it hurts them more to refund these stealth taxes.

For some good reason, here in Germany Germanwings only charges 5 EUR and HLX charges nothing as they are obviously aware that they would stand little chance in court to have a 20 EUR fee upheld.

bmiBaby do the same. On a booking for two people booked on one booking form, with one credit card 2 years ago there should have been a total refund of £UK25.

bmiBAby refused to refund it as they have a "handling charge" of £15 per passenger

The handling charge is imposed by the carrier thorugh their terms and conditions. These are, as all terms of conditions, subject to review by the courts and have to pass a test of fairness, reasonableness and/or proportionality. Airlines include a lot of nasty things in their conditions, hoping, for example, that no Nowegian can be bothered to sue Ryanair for 20 EUR in an Irish court. In 99,9 per cent of all cases, this gamble works out perfectly well for an airline.
