WASHINGTON, April 3 (Reuters) - Units of Verizon Communications (VZ.N: Quote, Profile, Research) and JetBlue Airways (JBLU.O: Quote, Profile, Research) failed in initial efforts to qualify to bid in the upcoming sale of airwaves for high-speed communications services aboard passenger airplanes, U.S. regulators said on Monday ...
They didn't "fail to qualify," B6, like Verizon, failed to fill out the paperwork properly. Since there are only two licences being issues... I have no doubt Jetblues DirectTV division will fix up the paperwork in the next two weeks and resubmit.

Lets hope this does NOT include cell phones as we all have agreed that allowing cell phones on flights will spark an 'air-rage' problem. Cell phones have absolutely no place on ANY U.S. Domestic flight whatsoever.....including foreign carriers entering U.S. airspace.
If it were up to me, I'd pass legislation banning cell phones on commercial flights.
