While driving by PHL this afternoon, I could've sworn I saw a US Airways Express ERJ-145 climbing out with the new paint scheme. Was I seeing things or was this from another airline? (UA maybe?)

It may have been N281SK, I saw that one at the F gate late this morning. It many have been one of Chautauqua's hybrid/neutral ERJ-145s. Those have a whote fuselage with a blue tail and engines.

it could have been a transtates airlines which is painted in new US airways livery. I took a flight to RIC last week from LGA and this newly painted bird was parked next to the ERJ that I flew on. I did get a good look at it because we didn't use the boarding bridge.

Trans States does all the flying on PIT-RIC/STL and some of the flying on PIT-BDL/BWI/EWR/LGA/RDU/SDF and LGA-RIC. Obviously, the flying nowadays largely revolves around the existing TSA crew and maintenance bases.
They also did BOS-RIC until a month ago, when Chautauqua took it over, don't know if it'll be that way for good. (As with all of its pro-rate Express agreements, US reserves the right to take the markets for itself if it wants to.)
TSA has also done some of the weekend MYR/SAV flying at times, but not at the moment.

Colgan, Air Midwest, and what's left of the Trans States operation are pro-rate; everything else is capacity purchase.
