What Is Wrong With This A/c?

I am just wondering, why is this a/c parked like this? Does have something to do with the snowstorm?

It is taken in Magadan, Russia in march 2005.

The a/c is AN74TK-100 operated by Gazpromavia

Most obviously. Plus the fact that the picture itself isn't exactly horizontally aligned (look at the light post in the background) which exaggerates it a little.
