As you can tell from the article this topic has been simmering for quite some time.
The county even during UA's Ch11 process filed objections against the carriers deal.
This is just another step the county is following after setbacks in its other attempts to stop the practice.
I suspect it will be an uphill battle, as tax credits which this amounts to on the city, county, state and even federal levels are all pretty common practice to encourage certain business practices.
