Arctic Southwest Airlines?

The last few days, there has been an Arctic Southwest Dash 8-100 parked at YEG. It almost looks like it is doing charter work for Canadian North. They don't appear to have a website.

Does anyone have any info on this airline? Do they have any scheduled services?

There isn't an Arctic Southwest licensed in Canada.
