I was just taking a look at the countries which are contracting states to ICAO, and I noticed there are a four UN member countries who are not contracting states to ICAO, as well as one contracting state to ICAO who is not a member of the UN.
Dominica has two airports, so the place isn't devoid of civil aviation.
Liechtenstein has no airports, but there is a heliport, and looking at the photo database, there are some aircraft registered under the Swiss HB register. I guess if Switzerland administers civil aviation there, then there is no reason for the country to be part of ICAO.
Montenegro has only recently become independent of Serbia, and was admitted to the UN just last week, so presumably it will soon be a member of ICAO.
Meanwhile, the Cook Islands is self governing in free association with New Zealand. As such, New Zealand is responsible for its foreign relations, and it is not a member of the UN in its own right. It is however now a contracting state to ICAO, and has its own registration prefix (E5). It appears to be the only non-UN state that is a contracting state to ICAO.

I realise that, the point I was getting at is that the UN membership is pretty much the complete list of self governing nations (the only ones I can think of off the top of my head that aren't UN members are Vatican City and Taiwan, both of which are special cases for their own reasons). Given ICAO is an organ of the UN, I thought it would be a fair enough comparison to make.

I thought that might be the idea. While ICAO is "ADMINISTRATIVELY" part of the UN, in fact it not really a part of it, because it is setup and joined by treaty outside the UN Charter and not sponsored by the UN.
In fact ICAO along with some other agencies such as the ITU [International Telecommunications Union] and IPU [International Postal Union] predate the UN, in the case of the IPU, long predate. Making them administratively part of the UN just simplifies thingson a day to day basis.
But because the treaties are seperate each country can make a seperate decision on UN v ICAO [&ITP, IPU as well] without one affecting the other. It would be interesting to do your comparision with the membership of the ITU & IPU, particularly the IPU, which is the oldest international body in existance.
