Is it common practice for non-international airports (esp regional ones) to set up special Customs and Immigration areas for international charter flights?

I'm curious because over the next couple of weeks there are a series of chartered JL flights from Japan to ASP during peak tourist season for the Japanese. (Would love to get a pic of a 747 at ASP!)

Now, ASP is not an international airport ... I'm hearing that the authorities have simply set up a Customs & Immigration area in the cafeteria of the airport to process pax.

Here in AMA we have customs offices, and yes they are used. what im wondering is why our airport is called international when there arent any SCHEDULED international flights.

Because it has a better ring to it than "Amarillo Podunk Airport."

A lot of airports in the US have "International" in their name even though no scheduled flights to other countries exist there. They do, however, have immigration and customs facilities for the GA world, and they could handle an international flight if they needed to (i.e. a diversion or emergency landing).

Could it possibly have anything to do with the connections an airport can offer to international destinations?
