Yes and no. There are Air Mobility Command charters, but those are military charter flights and are not available to the public. Considering the number of European destinations out of ATL, between nonstop service on DL, LH, AF, KL and BA, plus connecting/codeshare flights, there is no need for charter service to Europe out of ATL.
