Right now UA seems content to feed FRA and let LH take care of the pax within the EU from there. Their current expansion plans seem to be mainly Asia, where they have very little domestic competition (mostly NW), as opposed to heavy domestic competition across The Pond.

Along with UA's own routes to LHR, FRA, MUC, CDG, ZRH, AMS and BRU, Star Alliance partners SAS to CPH, Austrian to VIE and Lufthansa to FRA and MUC all more than satisfy UA's and its customers' needs for European destinations from IAD. Maybe Star partners TAP and LOT might consider flights to IAD?
