Flights from carlisle will happen eventually. Eddie Stobart (a major road hauliage firm based in carlisle) has just bought out the airport, and blans to develop it as a freight hub. He plans to aquire a couple of aircraft and launch his own freight airline. I believe the company has a contract to supply material for a railway project in Europe, and he intends to fly the material over rather than truck it.
I have heard it mentioned that a charter airline approached Carlisle Airport wanting to do some charter flights, but the previous owners turned them away as they wanted to consentrate on scheduled business flights.
Also scotAirways were rumoured to be looking at the airport 2 years ago, the website was even updated with some sample routes appearing, each carrying a ScotAirways flightcode. Last year (?) a new startup proposed doing CAX-LTN flights, but they never did launch.
Right now the runway is weight restricted, and in order to handle anything of a useful size, the current runway needs to be resurfaced. The owners are currently considering whether to resurface and extend the current runway, or build a new runway adjacent to the current one.
I think you will see cargo flights fairly shortly, with a limited passenger schedule not far behind them. Probably initially focusing on links to London.
