Is This Consider EAS With These Restrictions?

Posted (9 years 8 months 3 weeks 4 days 19 hours ago) and read 1630 times:

I noticed alot of EAS services, or at least in Indiana, are followed by the phrase,
"Appropriations language has prohibited the department from subsiding service at this community. Nonetheless, technically the essential air service definition remains in place."

Does that mean the service will get no subsidies? If so, whats the point of making it EAS?
