Suppose the following case happened:
-I have an itinerary for CDG-ATL-BOG on DL.
-The CDG-ATL leg is delayed by four hours.
-Consequently I miss my flight ATL-BOG.
-I arrive 24 hours late in BOG because there is only one flight per day.
According to the EU Air Passenger Rights Bill what compensation am I entitled to considering that the ATL-BOG leg does not touch the EU and is operated by a U.S. airline?

You must/should get meals hotel accomodation transfers as written in the EU text.
The second leg is so to say irrelevant as the delay results from the first flight which started in Europe. Arriving 24h late is just the consequence of the late CDG-ATL.
If you are really pissed about it you can request from Delta to get a full refund of the not flown segments and they have to transport you back to your point of origin without any additional costs.
