I just saw a photo of Monarch Premium (A330) on another site...

... Monarch premium just seems to be the same as a regular economy class on some other A330 airlines! Is it?

Do any other airlines have "premium" classes which seem to be the same as other airlines' regular economy classes?

Yes - just about any European short-haul business class service (although some do have seats that convert from six abreast to five abreast). In flight service is 'superior' but seats and seat pitch the same.
