U.S. Department of Transportation will allow only one U.S. airline to add daily service to Shanghai next year

United and Northwest are asking costumers to sign petitions: UA for nonstop flights from IAD and NWA for nonstop flights from DTW... Have airlines ever done this petition thing before? How useful is it?

Any ideas on who will be granted the route authority?

It's actually for all of China. UA is asking for service to Beijing, as is AA from DFW, while CO and NW are asking for PVG from EWR and DTW respectively.
People believe UA, AA, or CO will get it for various reasons and NW is out of it.

No it's not. There's one daily to any of these 3 cities PEK/PVG/CAN, and one to a secondary city (and there's a 3rd tier cities with even less restrictions), which no one has shown any interests.
