RJ-85 Speed Brakes?

I was at MEM the other day and and noticed that the tail cone of the Northwest Airlink RJ-85's seem to have some kind of clamshell type hinge. I was wondering if anyone here know's if that is a speedbrake or just some type of internal access door. Thanks for your help!
