LAN currently operates 15 weekly flights Chile-Brazil and will expand operations with GRU receiving an additional daily flight while GIG gets additional two daily. LAN will also operate seasonal flights to SSA and FLN nonstop:

Does LA have fifth freedom rights to fly beyond Brazil to Europe? Perhaps, LA could expand its European network if it could fly from SCL through RIO or SSA to LHR or FCO.

Yes, they could run SCL-GIG-LHR, SCL-SSA-LHR or even FCO, MAD and FRA.
I don't know about CDG.

Do Chile and Brazil have open skies? I know Chile is very liberal air traffic-wise, but the Brazil-US treaty is kind of stingy, so it's not obvious which way these two would go.

In fact there are limits on the bilateral but due to the size of both markets, a comfortable limit, 63 weekly flights for each country.
RG keep 14, TAM now 14 (they get 7 to be used from POA, IGU, CWB or FLN), Gol 35.
LAN is the only one using frequencies for Chile.
No doubt the US-Brazil bilateral is underestimate nowadays but TAM is growing and nowadays they get 35 weekly flights (2 JFK and 3 MIA). Very soon will be 42 (with the new GIG-MIA). If RG resumes MIA and JFK and Ocean Air really runs LAX, we will see shortly 63 weekly flights from Brazilian airlines.
