2-3 of Delta's 17 new CRJ900 are already flying, so this is great news if United Express also want 17 x CRJ900. Does UAX have a 70-seat cap in their contract or have they increased it to 76 seats there as well?

6 are on property. 4 line airplanes and 2 spares. One is currently replacing a 700 that has not come back from C-Check yet.

Not unless your brother and his fellow pilots at United relaxed the scope clause.

Nope. They have 70 now. 10 first and 60 coach. After the first of the year they go to 76, but I can't remember how the cabins are split up.
