Why So Few Codeshare Flts @ YYZ

I was curious why except for AC with its Star Alliance partners, there are so few codeshared flights at YYZ. The skyteam partners dont have a single codeshared flt. I believe only BA (with finnair & Iberia) and AA (Qantas) have any codeshares in YYZ. Does Transiting with Canadian customs have anything to do with it?

Indeed, and also on the YYZ-YUL route.

Another codeshare flight is SN/EY from BRU.

I am not sure, but AM might codeshare on DL's ATL-YYZ.
