In reviewing the current STL Airport Diagram I note that the listed runways include the new runway 11/29 as well as 12R/30L and 12L/30R but I am certain that there used to be an additional runway roughly parallel to 12L/30R. In the mid 90s what is now Taxiway F used to definitely be used for TWExpress departures. As I recall, the J31 and possibly J41 a/c used to takeoff from there during peak hours. I had been at the now gone 99th Air Squadron Restaurant on the patio and had witnessed these takeoff on many occasions. I know that the two parallel runways were in use for jet arrivals and departures in addition to this runway.
Does anyone know if this runway had a designation like 11/29 and was it only used for light commuter a/c departures. Also, could departures be authorized off of a taxiway without an official runway designation/marking?

Taxiway F is slated for reconstruction early next year from Taxiway Kilo down to the approach end of 12L. There is also a possibility that an extension of F will occur to the approach end of 30R as well, but I haven't heard of anything tentative.
