I would have to guess that LAX is the world's "bustiest" airport since breast enhancement surgery is probably more in vogue here than anywhere. DFW in Texas would have to run a close second.

There isn't any one criterion which determines the busiest airport. Anyone talking about the busiest has to qualify it as being "in terms of...", e.g in terms of passengers, in terms of aircraft movements, in terms of international passengers, in terms of baggage lost, etc.
