Apparently on Friday, December 1, two JL flights on the NRT-PVG were turned back due to some Chinese military exercise closing the airspace enroute.
One of the flight was JL619 and the other flight was a cargo flight. Both were not allowed to continue to Shanghai (PVG) and hence returned to NRT after circling for a few minutes.

Not quite true. The PVG terminal was closed for over 2 hours on Friday without any explaination.

The government claimed it was traffic control due to heavy congestion.

The military has the right to take over all the airspace in China when required to.

Dragonair and China Eastern also hit hard because at least 18 flights to Hong Kong and 11 vice versa were either cancelled or delayed.
