Question About Intl. Ops At PDX

I was departinf to SFO this morning, and while sitting in the area netween the D and E gates, I watched NW's early morning arrival of flt. 6 from NRT.

Down by the D gates, where intl. fligts operate, I noticed that there's a separate security screening area for inbound passengers that accesses the D pier. I'm wondering what the purpose of this is considering that I also saw buses that said "International Arrivals Bus" ferrying pax between the aircraft to some unseen locatio (presumably immigration and customs).

What exactly is the arrivals procedur efor intl. flights at PDX?

The checkpoint you saw is for passengers that have arrived from an international flight and are continuing on to a domestic flight. They have to clear TSA security after they have cleared customs/immigration. Then they are free to connect to their domestic flight anywhere in the airport.
After clearing customs/immigration (Lower level of D concourse) passengers then board the bus that you saw to be transported to baggage claim.

If I remember right, when LH first started flying to PDX, passengers couldn't get back up to the D gates from the lower level customs area. They had to go to the main terminal on the bus. But Northwest made it a requirement that passengers be able to connect with their domestic flights without dealing with the main terminal. They even moved from C to D gates to make it work. Of course, that was before the connector hallways was built.

The buses take you to the main terminal, dropping you off right below a United gate where you walk into the building to baggage claim. It's that arrangement because the lower level of the building doesn't provide for passengers walking all the way to the terminal...there's a pass-through for vehicles through the building.

So am I understanding this correctly? Pax disembark from their arriving international flight. Proceed downstairs to an area underneath the D concourse where they clear immigration, retrienve their luggage, then clear customs. They are then transported to the main terminal, by bus, and dropped of somewhere on the lower level near the UA baggage claim to exit the airport. If pax are retrieivng luggage below the D concourse, I assume its fitted with baggage carosels?

Click through all the links under Arrivals International, and get a complete tour of the entire process including deplaning, customs, immigrations, baggage recheck, connecting flights, and bus to main terminal.

When Delta operated their Asian hub in Portland, all passengers were required to re-clear security regardless of whether or not they were making connections. The way it stands now, if a passenger is terminating their travels at PDX, after clearing Customs they will board the bus which will bring them to the International Arrivals Meet and Greet area of the main terminal near baggage claim carousel 10. If a passenger IS making a connection, they need to be re-screened after clearing Customs, which is the area you saw. Then they will have access to all of the departure gates at PDX.
